La Mesa Asbestos Removal & Abatement

La Mesa Asbestos Removal is a La Mesa, California asbestos removal and abatement service built around homeowners, with a second focus on the people who own apartment and commercial buildings. A project may involve a single material, such as a popcorn or acoustic ceiling, 9-inch floor tile over black mastic, wrapped ducts in the attic, wall board and joint compound, or the stucco around a window that is about to be replaced.

Asbestos cannot be identified by eye, so lab results on samples from the areas you plan to disturb come first. The building type then decides the paperwork: San Diego County APCD Rule 1206 leaves single-family houses and duplex-to-fourplex buildings outside its survey and notification steps, but it covers apartment buildings with five or more units, condo complexes and businesses. We line up the Cal/OSHA-certified consultant and a properly licensed, registered abatement crew to match.

Asbestos removal for La Mesa homes

Asbestos popcorn ceiling removal

Sprayed-on popcorn, also called acoustic ceiling texture, can be found on ceilings in La Mesa homes of the 1950s through the 1970s. The coating is sampled separately from the drywall behind it, and later paint or patches can be separate materials too. Once results come back, the decision is whether to remove the texture room by room or only where new lighting or a fan will cut in.

Asbestos floor tile and mastic removal

Kitchens and baths in the city’s 1950s and 1970s houses may hide two or three floors stacked on one another. A 9-inch tile size hints at age but proves nothing, and the black adhesive underneath needs its own sample. Intact resilient flooring is nonfriable under Rule 1206; sanding, grinding, cutting or abrading it changes how it must be handled and disposed of.

Asbestos HVAC duct and insulation removal

Where a forced-air system runs through the attic, replacing a furnace or adding central air can disturb duct wrap, seam tape, register boots and the insulation around them all at once. Cal/OSHA presumes thermal system insulation in buildings built through 1980 contains asbestos until tested, and removing it is Class I work.

Asbestos drywall, joint compound and plaster removal

Taped seams, skim coats and wall texture are sampled with the board, because EPA lists joint and patching compounds among the materials that can contain asbestos. La Mesa still has about a thousand homes built before 1940, some of them with lath and plaster. Sampling follows the drawings, so a wall opened for rewiring is scoped differently from a gutted room.

Asbestos stucco removal

On a stucco house, the disturbance may be cutting it back for a new window or door, or stripping a wall for a re-stucco. Original coats and later patches are sampled separately. Outdoors the plan also has to keep dust and debris away from yards, gutters and the neighbors.

Asbestos abatement before renovation and demolition

A remodel touches several materials at once, so the survey should follow the plans rather than one suspect ceiling. Where Rule 1206 applies, the survey comes before any notification, regardless of the building’s age, and wrecking a load-bearing structure needs an APCD demolition notification even when no asbestos is found.

Asbestos removal / More applications

Asbestos abatement for apartments, condos and commercial buildings

More than a third of La Mesa’s homes sit in buildings of five or more units, and Rule 1206 treats those buildings very differently from a house.

Apartment and commercial asbestos abatement

For five-plus unit apartments, condo and townhome complexes under one association, shops and offices, the facility survey, the APCD notification, wet methods and waste shipment records all apply. We plan the work around tenants, keep the survey on site and leave the owner a complete file.

From the first questions to a defined scope

From first sample to finished records

01

Sampling each layer your plans touch

A Cal/OSHA-certified asbestos consultant, or a site surveillance technician working under one, samples each suspect layer in the work area, and an accredited laboratory reports the results. In a building covered by Rule 1206 the surveyor must also have passed the EPA building inspector course, and the written survey stays on site for the whole job.

02

Deciding method, paperwork and waste route

The results and the square footage decide the method: wet removal inside sealed plastic for friable material, more limited controls for intact tile. They also decide whether an APCD notification and a DOSH job notice are needed, and how each waste stream will be classified and hauled.

03

Cleanup, inspection and the records you keep

After removal the area is cleaned and inspected, with air sampling by the consultant where the project calls for it. You receive the lab reports, any notifications, the waste records and a note of exactly what was removed, so the drywall, flooring or HVAC installer knows what they are working on.

San Diego APCD Rule 1206: which La Mesa buildings it covers

Houses, duplexes and fourplexes

Renovation or demolition of a residential building with four or fewer dwelling units, or of a single mobile or manufactured home, is exempt from Rule 1206. The exemption falls away when several such buildings under one owner form an "installation", or when a house is used for commercial, institutional or public purposes. Cal/OSHA worker rules still apply to anyone you hire.

Five-plus unit apartments, condo complexes and businesses

Here the rule applies once a renovation disturbs 100 square feet or more of building materials within 365 days, or on any demolition. A facility survey must be completed first, and notification must reach the APCD at least 10 working days before work; the job can start on the eleventh. Rule 1206 replaced the old Rule 361.145 series in November 2017.

California licences, consultants and disposal

Checking the contractor

Ask for the CSLB licence number and look for either the C-22 asbestos abatement classification or the ASB certification, plus current DOSH asbestos registration, which Cal/OSHA requires for 100 square feet or more of asbestos-containing construction material. A general contractor may subcontract the abatement instead. Consultants appear in the DOSH CAC/CSST lookup.

Friable, non-friable and the landfill

DTSC classifies friable material with 1% or more asbestos as hazardous waste for a licensed hazardous waste transporter. Non-friable debris such as intact tile falls outside DTSC’s hazardous waste rules, but landfills set their own terms: Miramar wants a signed request, a consultant’s statement and double-wrapped loads by appointment.

Local project planning

Asbestos removal across La Mesa, Lemon Grove and Santee

La Mesa Asbestos Removal serves La Mesa, California, and nearby East County cities including Lemon Grove and Santee. In La Mesa itself, about 73% of homes were built before 1980, the median build year is 1971, and fewer than half are owner-occupied (ACS 2024), so the apartment rules above matter as much as the single-family exemption. The inland, semi-arid climate brings hot, dry summers, which shapes how attic and exterior stucco work is scheduled and how debris is kept damp and contained.

Frequently asked questions

I own a condo in a La Mesa HOA complex. What should I check before renovating inside my unit?

Start with the association. A condo building, or a group of buildings run by one association, can fall inside Rule 1206 even though your unit is a home, so ask whether the HOA treats your project as part of a covered facility and who files any APCD notification. Then confirm that the area you plan to disturb has been sampled, and ask the City of La Mesa Building Division whether your permit needs asbestos paperwork; we have not confirmed what the city asks for.

Do I need a consultant, or can the abatement contractor test?

California limits who can sample. Asbestos consulting, including surveys for removal projects of 100 square feet or more, is done by a Cal/OSHA-certified asbestos consultant or a site surveillance technician working under one. A contractor with AHERA inspector training may take up to 12 samples in a residential dwelling for bidding, worker safety or completing the contract. Covered buildings need a surveyor who has passed the EPA building inspector course.

Is there a year after which La Mesa homes are asbestos-free?

No date is safe to rely on. Rule 1206 requires a survey regardless of the building’s age, and Cal/OSHA presumes thermal insulation and surfacing materials in buildings built through 1980 contain asbestos until tested. Later homes can still have it in older stock materials or repairs, so a lab result on the actual material is the only answer.

Can a popcorn ceiling be encapsulated instead of removed?

Sometimes. If the texture tests positive but is intact and nothing will drill or scrape it, sealing or enclosing it is an option; CSLB’s C-22 classification covers encapsulation as well as removal. Sealing does not remove the asbestos, so any later work that cuts into the ceiling has to treat it as asbestos-containing again.
